Legislation passed under urgency required certain beneficiaries to reconfirm their circumstances yearly, but the non-means-tested Winter Energy Payment was intentionally not excluded from these paperwork rules
Frontline staff flagged the issue on April 30, 2026, just days after payments started, but senior leadership was not fully briefed until mid-August.
While there have been apologies from Upston, responsibility and accountability have not been accepted.
When asked about this by WIllow-Jean Prime the response was it's "less than $300."
